National Energy Bureau announces 2016 PV installation target
2016-06-15 OFweek Solar PV Network OFweek Solar PV Network On Monday, China's National Energy Administration (NEA) issued a formal guidance document for its provincial branch office and related national grid companies on this year's PV installation project. The document outlines a total installed capacity of 18.1 GW for 2016, of which 12.6 GW is standard PV installed capacity, including ground-mounted photovoltaic power generation and distributed photovoltaic power generation projects. Another 5.5GW is a demonstration project in the front runner program.
The PV target is slightly higher than the 17.8GW in 2015. The target is issued to the provinces by the central government with exact figures, and the actual investment amount is specified.
China will implement a four-year PV poverty alleviation plan starting in 2016. The target PV installed capacity will be 10GW, and the planned average annual completion of 2GW. According to the plan, some poor households will be selected to install small-scale distributed photovoltaic systems ranging from 5KW to 10KW, which will allow them to obtain certain benefits by selling electricity to the local grid. Central and local governments will pay for subsidies for these small PV projects to encourage clean energy use.
It is clearly stated in the document that there is no installation ceiling for roof installation projects and there are no restrictions on power generation systems that are completely self-contained.
In addition, there are no installation restrictions for the four municipalities directly under the Central Government of Beijing, Shanghai, Tianjin, and Chongqing. None of these areas have been included in the list of provinces, indicating that each of the five installations will be added to the overall target.
Taking into account these factors, China's 2016 PV installation target is likely to exceed 20GW.
The 2015 PV installation target was announced in January. In view of this, the announcement of the extension of this year's announcement reflects that the National Energy Administration is also facing many difficulties: whether there are sufficient funds to support the achievement of the goal; how to use power generation; how to consume the batteries and components of China's PV producers with excess production; how to deal with the upcoming Overcapacity problem.
